Kathy Hochul has declined to do so far. Discussions could extend into the weekend before a conclusion – positive or negative – will come.
- Mar. 3, 2023 – While online casinos are a major concern, most of the activity and discussion regarding casinos in the state continues to swirl around the upcoming award of three downstate casino licenses. Both Caesars and Bally’s are among the frontrunners to pursue NYC-area licenses from the state’s Gaming Facility Location Board.

ddabbo, not content to be an idle supporter, has filed S4856 to allow online casinos to become legal in New York. The bill calls for a 30.5% tax rate on casino revenues, which is steep in comparison to other states, but much lower than New York’s onerous 51% tax rate on sports betting. - Feb. 2, 2023 – Sen. Joseph Addabbo, online gambling?s biggest champion in New York, decries the lack of online casinos in Gov. Kathy Hochul?s executive budget for the upcoming fiscal year. Addabbo states that the omission fails the people of New York.
- Jan. 31, 2023 – Addabbo testifies before the Senate Standing Committee on Racing, Gaming and Wagering that the state?s prohibition on iGaming is costing the state $4 billion every year. Addabbo?s testimony is then bolstered by statements from an official from Light & Wonder, the tech provider behind the highly-successful video lottery options in New York.
What legal gambling options are there in New York?
New York is home to multiple online gambling sites for sports bettors, such as DraftKings and FanDuel. So there are a few options in the state. The legal gambling age in New York is 21 years old. However, when it comes to horse betting, the state lottery, and tribal casinos, customers can be 18 years and older. If online casinos are legalized, it is likely that you will need to be at least 21 years of age.

History of gambling in New York

2019: Sports betting in New York commenced on July 17, when Rivers Casino Schenectady opened up the state’s first retail sportsbook. Turning Stone Resort Casino was the first tribal casino in New York to begin taking wagers on Aug. 2.
2013: Lawmakers pass a gambling expansion bill allowing for up to seven non-tribal casinos in the state. Thus far, only four have been built.
1993: A few years after the Indian Gaming Regulatory Act changed the fortunes of tribes across the US, the Oneida Indian Nation signed the state?s first tribal compact, opening Turning Stone Casino Resort in July.
1967: The New York State Lottery launched as the third US lottery after New Hampshire and Puerto Rico. It is overseen by the NY State Gaming Commission.
